The Residential Care Assistance Program (RCAP) is Indiana's Medicaid-funded room-and-board assistance for RCF residents. It pairs with, but is separate from, the PathWays Waiver, which pays for care services. A facility can hold a PathWays agreement, an RCAP agreement, both, or neither -- ask specifically which apply.

Families often assume 'the community takes Medicaid' means the whole monthly bill is covered once a waiver kicks in. In Indiana, that is rarely true in one step: PathWays pays for care services delivered inside the building, while RCAP is the piece that helps with the room-and-board portion of the bill. A facility can be a strong care-services fit but have no RCAP agreement at all, which leaves a real gap families need to plan around. Ask for both answers in writing before assuming a waiver closes the entire cost gap.
